Why order matters
Minoxidil needs to reach the scalp to be absorbed and converted into its active form. Oils are occlusive, meaning they form a film. If you put oil down first, you have coated the scalp before the minoxidil arrives, and a chunk of your dose never penetrates. Apply your treatment to a clean scalp first, every time.
The timing that works
Apply minoxidil to a clean, dry scalp and let it fully absorb and dry, which takes a couple of hours for full uptake but at minimum until it is dry to the touch. Only then, if you are layering an oil, apply it. Better still, separate them entirely: minoxidil in the morning, oils at night, or oils on non-minoxidil parts of your routine.
